Philippine Statistics Authority (PSA) has named ten of the richest cities outside Metro Manila. Topping it all is the famous Baguio City.
PSA's Provincial Product Accounts or PPA reported that Baguio City's per capita gross domestic product (GDP) reached P420,016. It ranked the highest among the 82 provinces and 17 Highly Urbanized Cities (HUCs) from November to December 2023.
The report emphasizes the economic performance of provinces and HUCs, measuring their per capita GDP.

The 10 Richest Cities Outside Metro Manila
PSA reported a significant per capita growth in almost all areas of the Philippines in 2022. Aklan showed the fastest capita GDP growth of 21.5 percent.
Meanwhile, other provinces and HUCs followed suit to the Summer Capital of the Philippines. Cebu City, Davao City, Mandaue City, and the provinces of Laguna and Batanes had above-national average per capita GDPs. Below is the official list of the richest cities outside Metro Manila.

In 2022, the per capita GDP of almost all provinces and HUCs in the Philippines increased according to PSA. Following Aklan are the cities Puerto Princesa, Tacloban, and Nueva Vizcaya accumulating 12.8 percent, 12.1 percent, and 12.0 percent respectively.
The per capita GDP indicates economic growth per person in a particular area. It is also a measure of wealth or poverty, as told by ABS-CBN News.
In 2023, the Commission On Audit (COA) released its findings on the wealthiest cities and provinces in the Philippines. Leading the richest cities list were Quezon City, Makati City, and Manila City as the top three. The provinces of Cebu, Rizal, and Batangas topped the list of the wealthiest provinces in the country.
